uganda administrative boundaries
Your data miss out one level of administrative units in Uganda. Level 0 is the country boundary, and in your data level 1 show districts. Provinces should be level 1 and districts should be level 2. There is no reference to provinces in the attribute tables. I still have to check the district and county boundaries, but I have the impression that you have not included the latest administrative boundary reforms introduced in 2005
Uganda Administrative Boundaries
There are no provinces in Uganda, level 1 should be districts and level 2 counties. The only problem I have is that the districts are old, they have changed since this shapefile was created.
