Global Administrative Areas

In your website it is stated that the text in the shapefiles is garbled. Everything looks to me if I set the encoding to LATIN2 (ISO_8859-2) except for the Russian and Arabic names. Could this be a case of mixed encodings? It would be nice if everything were encoded in UTF-8. Thanks for a great product nonetheless.
