I have been trying to download the Germany shapefiles for over a week--but they are missing. The message I get is:
Country: Germany Format: shapefile Data not available ./data/shp/DEU_adm
Is anybody maintaining this data set?
It's been 4 months and the data is still missing!
I was able to download the Germany data from this link: http://www.maplibrary.org/stacks/gadm/DEU/index.php
It claims to be the Germany file from the GADM, and to the best of my knowledge it appears accurate. It's not broken out by Admin Levels, but this can be done by dissolving the shapefiles based on the attribute table.
