First, thank you for providing gadm.org data, that's a really helpful resource.

I know this is not very polite to drop by and ask why things are the way they are, but did you consider hosting the forum in an existing mailing-list/forum system, like Google Groups for instance? I know there is a constant spam issue but on the other hand, they are searchable by default, provide email notifications and integrate with other tools.
